Toggle on contacts and choose merge to merge all your iphone contacts existing on your iphone with the contacts saved in icloud. Return to settings click icloud and turn off the contacts to icloud sync. Click back on all contacts. Once there make sure to toggle the contacts option to on. Check your icloud account to determine whether the contacts have been sent over to your icloud from your iphone.

Then click on the ribbon with the people icon until the groups appear. You can simply select contacts from a particular group and then drag them all to the group you want to move them to. Scroll down until you see contacts and then make sure the default account is set to icloud. Now simply drag each contact that you want to move into the group.
